冯正虎于2012年12月16日开始借款赎身时，却遭受逼冯正虎缴清罚金的上海杨浦区公安局警察的阻扰，他们向支付宝、银行等金融机构发出文件《上海市公安局杨浦分局立案决定书（沪公杨字[2012]725号）》、《冻结书（沪公杨刑字[2012]0366号）》，冯正虎的支付宝账户于12月21日被冻结，工商银行账户可以收款，但不可以取款。但是，邮政汇款不受影响。
中国版的paypal账户受到影响，于12月27日被冻结，不可以收款与取款，仅可以退款。冯正虎与paypal公司驻中国上海机构进行交涉，他们也作了回复。
冯正虎不再坚持一定要把这些钱款放入中国版paypal账户，因为中国版paypal要比国际版paypal账户的限制多，支付的手续费也多。并且，决定停用paypal中国版的账户，启用国际版paypal账户：hxwq66@gmail.com（ Natsuki *** ），比原账户少了一个6。
冯正虎于1月21日致函来自paypal的债主，决定提早返还借款。2月24日之前完成返还借款工作，40位来自paypal的债主全部收到退款。
冯正虎说：“钱还了，恩情铭记。借据不必返还，留作纪念。”
部分paypal债主，刚收到返还的借款，又来做冯正虎的施主。有一批关心与支持冯正虎的朋友相助，冯正虎是不会被经济困难压倒的。

附录一：冯正虎致paypal债主的信函
谢谢您的善举，助我借款赎身，有效揭露与抗击当局的报复陷害。
我注册的paypal账号（hxwq666@gmail.com ）是中国版的，所以与我的支付宝及其他国内银行账户一样，也遭受冻结的麻烦。
有了当年美国航空公司配合上海违法官员阻止我回国的遭遇，我更加了解并可怜这些在中国上海经营的外国公司。这次是借款，不是捐款，但中国版paypal公司是不会改变他们的理由。国际版paypal，没有这个理由的麻烦。
现在，我不得不提前返还您的借款，请查收。钱还了，恩情铭记。借据不必返还，留作纪念。
从此，我决定停用paypal中国版的账户，启用国际版paypal账户：hxwq66@gmail.com（ Natsuki *** ），比原账户少了一个6。

4). Under “Choose a Topic,” select “Sending/Receiving Money.”
5). Under “Choose a Subtopic,” select “Refund/Cancel a Payment.”
6). Click “Continue” and follow the instructions to refund payments.
For the payments received older than 60 days, please send us email at
apacdd@paypal.com with a list of senders you would like to refund. Include
the email address, date, amount of the transaction and transaction ID.
